4.Financing:Financing agreement ENPI/2014/354-589.Total maximum budget available for the 3 cities 379 258 EUR, to be paid by the following:1. Alliance for Energy Efficiency and Renewables, the lead partner — 290 509 EUR;2. Soroca, partner — 60 167 EUR;3. Cantemir, partner — 5 425 EUR;4. Ocnita, partner — 23 157 EUR.

5.Contracting authority:NGO ‘Alliance for Energy Efficiency and Renewables’ (further ‘AEER’), Republic of Moldova as the Lead Partner of the project, Chisinau, REPUBLIC OF MOLDOVA.

6.Description of the contract:Modernisation of the street lighting in 3 Moldovan cities: Ocnita, Soroca, Cantemir by installing and improving the LED street lighting in the cities (709 luminaries, control and monitoring systems, replacement of poles, consoles, cables, transfer of know-how), in line with the technical design documentation.

7.Numbers and titles of lots:Lot 1: supply of equipment and services for LED street lighting system in Ocnita (235 pcs.).Lot 2: supply of equipment and services for LED street lighting system in Cantemir (75 pcs).Lot 3: supply of equipment and services for LED street lighting system in Soroca (399 pcs.).

8.Eligibility and rules of origin:Participation is open to all legal persons (participating either individually or in a grouping — consortium — of tenderers) which are effectively established in a Member State of the European Union or in an eligible country or territory as defined under the Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union"s instruments for financing external action (CIR) for the applicable instrument under which the contract is financed (see also heading 22 below). Participation is also open to international organisations.All supplies under this contract must originate in 1 or more of these countries according to the abovementioned Regulation.

9.Grounds for exclusion:Tenderers must submit a signed declaration, included in the tender form for a supply contract, to the effect that they are not in any of the situations listed in point 2.3.3 of the ‘Practical Guide’.

10.Number of tenders:Tenderers may submit bids for 1, 2 or all 3 lots, geographically positioned in 3 regions under jurisdiction of different public authorities. Tenders for parts of lots will not be considered. Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier.

11.Tender guarantee:Tenderers must provide a tender guarantee in the amount of 5 % of the budget available for the contract when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender.

12.Performance guarantee:The successful tenderer will be asked to provide a performance guarantee of 5 % of the amount of the contract at the signing of the contract. This guarantee must be provided together with the return of the countersigned contract no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next cheapest compliant tender.

13.Information meeting and/or site visit:AEER will organise information meeting on 21.7.2017, i.e. 21 days before the deadline for submission of tenders. No other information meeting is planned. Tenderers, however, may organise the sites visits on their own to the 3 cities included in the project.

14.Tender validity:Tenders must remain valid for a period of 60 days (procedure for a supply contract (PRAG)) after the deadline for submission of tenders. In exceptional circumstances, the contracting authority may, before the validity period expires, request that tenderers extend the validity of tenders for a specific period (see paragraph 8.2 of the instructions to tenderers).

15.Period of implementation of tasks:25.5.2017–21.8.2017 (61 working days) for all lots. The foreseen period of tendering is from 25.5.2017 to 21.8.2017. The works for all 3 lots are foreseen to be carried out during the period 21.8.2017 to 21.11.2017 (65 working days).

16.Selection criteria:The reference period for professional and technical capacities may not go beyond the past 5 years from the submission date. The tenderer must submit documentary evidence to prove the relevant selection criteria.The following selection criteria will be applied to tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole, unless specified otherwise:1) Economic and financial capacity of tenderer:• the average annual turnover of the tenderer over the past 3 years must exceed the annualised maximum budget of the contract: 379 258 EUR, total amount available for 3 cities,• current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1. In the case of a consortium, this criterion must be fulfilled by each member,• will not be economically dependent on the contracting authority in the event that the contract is awarded to it,• has sufficient financial stability to handle the proposed contract,• has access to, or availability of, financial resources (such as liquid assets, unencumbered real assets, lines of credit, and other financial means) in the amount not less than 300 000 EUR,• the tenderer may have (or make use of) capacity-providing entities. An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must prove that it will have at its disposal the resources necessary for performance of the contract, for example by producing a commitment on the part of those entities to place those resources at its disposal. Such entities, for instance the parent company of the economic operator, must respect the same rules of eligibility and notably that of nationality, as the economic operator. Furthermore, the data for this third entity for the relevant selection criterion should be included in the tender in a separate document. Proof of the capacity will also have to be furnished when requested by the contracting authority.2) Professional capacity of tenderers:• has a professional certificate appropriate to this contract, such as authorisation, licence, manufacturer"s authorisation for the offered equipment in case the tenderer is not its manufacturer or producer. Manufacturers of equipment shall have successful experience in manufacturing the offered or previous models of LED lamps, at least within the last 3 years,• at least 6 skilled certified installers of LEDs, hired permanently or contract-based; each one having minimum 3 years of experience in the implementation of LED street light projects,• equipment to execute the required LED installation, such as up-lifting equipment with a working height of up to 18 m; diesel generator, control and measurement equipment, etc.,• has currently employed staff to work on the project implementation.3) Technical capacity of tenderers:• tenderer has at least 3 years of experience in the field of implementation of street lighting projects, using LED technologies,• tenderer has at least 5 supply contracts completed (please list the contracts and the minimum lamps installed per contract). The minimum number of luminaries per contract should be more than 75 pcs.

17.Award criteria:The contract will be awarded based on the price criteria.

19.Deadline for submission of tenders:21.8.2017.Any tender received by the contracting authority after this deadline will not be considered.
